The Baxter Healthcare plant at Old Toongabbie is Australia's only onshore IV fluid manufacturer. The 2024 IV fluid shortage came within weeks of triggering a hospital crisis. Co-located with the Westmead Health and Innovation District (the country's largest health employment corridor) and Western Sydney's logistics network, Toongabbie is the natural home for a sovereign pharmaceutical platform.

What is the Baxter co-investment?

In March 2025, the federal government and Baxter co-invested $40 million ($20 million Commonwealth, $20 million Baxter) to lift IV fluid production from 60 million to 80 million units a year by 2027. The first explicit sovereign-pharmaceutical-manufacturing intervention in a generation. The precinct scales that intervention to a $4.5 billion sovereign pharmaceutical industry.

Why does Australia import 90% of its medicines?

Decades of policy preference for cheapest-available supply, with no strategic reserve thinking applied to medicines. The result: hospitals run on supply chains anchored offshore, dependent on global logistics that demonstrably break. The 2024 IV fluid, 2022–25 Ozempic and 2023 antibiotic shortages each came from the same exposure. Toongabbie is the structural fix.
